intellij idea - Pycharm module structure from scratch -

i wanted know if ide pycharm there way create kind of plugin lets create form scratch. example: i'm going file, new -> (here appear menuitem module) when click it automatically generates tree structure of files module folders.

for have seen possible create "templates" not need.
